AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just eight days before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the stances of these political entities, the report pointed out.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.
The right-leaning group of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, implying the runner-up party is most likely to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
